Lisbon, November 29, 1910. Sir,
I HAVE the honour to report that a Ministerial decree was published in the "Official Gazette" of the 23rd instant, nominating M. Oscar George Potier, Portuguese consul-general at Shanghai, and Captain Annibal de Sousa Miranda to be members of the Opium Commission appointed last year (see my despatch No. 55 of the 12th October, 1909), for the purpose of proceeding with the immediate elaboration of the memorial to be presented on behalf of Portugal at the proposed International Opiuni Conference at The Hague.
I will take this opportunity of pressing for the views of the Portuguese Government with regard to the conference. My enquiry on the subject was contained in a note addressed on the 4th December last to Colonel du Bocage, then Minister for Foreign Affairs, and was written in accordance with the instructions contained in your despatch No. 72 of the 23rd November, 1909.
